Examines the notable cultural and political changes within Germany effected before and after the transfer of governmental power from Bonn to Berlin in 1998. Comments on the significance of the term "Berlin Republic" that reflects the reality of the move from past to future, FRG to Social Democrats and Greens, and the development of a German democratic state to the post-Cold War trasnformation initiated by the rebellious generation of 1968. The internal policy of Germany's economic development, innovative capacities, and increased interest in its history are discussed followed by consideration of changes in German foreign policy in the new "Berlin Republic." Emphasis is given to a "peaceful" orientation, multilateralism, reliance on international organizations for conflict resolution, concern over Vladimir Putin's election as Russian president, and future German-Russian relations. Concludes that the future of German-Russian relations depends on honest, open dialogue to resolve individual and collective problems.
